the test for canonicity was sort of hammered out over the years, it’s not a rigid standard that someone can open a text book and appeal to. In general these things (orthodoxy, historicity, apostolic authority, universality) were first used by early church fathers (2nd/3rd century) to weed out books that bore the names of apostles which but were written pseudononymously. there will be a soon to come episode going deeper into some of the bible stuff.
